　一、建立健全招生工作责任制。
I. Establishment of perfect enrollment accountability.坚持“属地管理”和“谁主管、谁负责”的原则，各级教育行政部门、招生考试机构、高校党政主要负责人是本地区、本部门、本校招生工作的第一责任人，对招生工作负全面领导责任；分管招生工作领导作为直接主管责任人，承担领导、组织、协调和监管的责任；招生部门负责人要在规定的职责范围内履行相应职责；招生工作人员要严格执行有关程序和规定，依法正确履行职责。各级教育行政部门、纠风部门、招生考试机构要加强对普通高校招生行为的监管，加强协调，密切配合，形成规范招生行为的整体合力。
By adhering to the principle of possession management and persons in charge assuming responsibilities, the Education Administration, admission examination agency and the principal of universities party and administration at all levels shall act as the first person responsible for admission of this region, department and school to assume comprehensive leadership; leaders in charge of admission as those responsible for leading, organizing, coordinating and supervising the process directly; persons in charge of admission department shall perform corresponding duties within regulated scope; admission staffs shall execute duties legally and correctly following relevant procedures and provisions in a strict manner.
The Education Administration, Office for Rectification  and enrollment examination agency at all levels shall provide strengthened supervision, enforced coordination and close cooperation of regular higher education institutions admission to create an integrated force on the regulation of admission behavior.

二、严格规范招生宣传。
II. Strict regulation on admission publicity.

各普通高等学校要及时将招生资格、招生章程、招生计划、招生专业、办学层次、类型和形式以及毕业证书、学位证书的发放等通过网站和广播、电视、报刊等途径向广大考生和社会各界公布。要切实保证招生宣传资料的真实性，所有招生宣传内容应与教育部阳光高考信息平台公示的招生章程内容一致，严禁学校在办学性质、办学层次、文凭发放、毕业生就业等方面欺骗考生或虚假承诺。各级教育行政部门、招生考试机构要加强对普通高校和所属高中阶段学校招生宣传活动的监督管理。各高等学校的招生章程和招生宣传资料必须到省教育厅审核备案，未经省教育厅审核的招生章程、招生广告，不得发布。
Each higher education institution shall publicize its admission qualification, admission regulation, admission plan, admission majors, school level, type and forms as well as issuance of graduation certificate and degree certificate to the vast examinees and the society via website, broadcast, television, newspaper, etc. The authenticity of all enrollment publications shall be practically ensured to keep consistent with enrollment regulations publicized in the Transparent College Entrance Examination Information Platform affiliated to the Ministry of Education. Colleges and universities are prohibited to deceive examinees or make false commitment in respect of school nature, school level, issuance of certificates and employment of graduates. Education Administration and admission examination agency at all levels shall reinforce the supervision and management of admission publicity activities of regular higher education institutions and senior high schools subordinated. Each higher education institution must submit its admission regulation and admission publicity information to Education Department for verifying and filing. No admission regulation or admission advertisement is allowed to issue without the approval of provincial Education Department.

三、正确指导考生自主填报志愿。
III. Correct guidance for examinees to make independent application.

考生志愿（含征集志愿）应由考生自主填报。在考生填报志愿前，由各生源学校主要负责人统一对考生进行志愿填报动员，明确政策要求，对教职工提出纪律要求。各生源学校和教师应全面、客观、公正地宣传招生政策和高校招生情况，指导考生参阅省教育考试院印发的招生计划专辑填报志愿。要尊重考生的志愿选择，学校和教职工不得欺骗、误导、替代和强迫考生填报志愿，切实维护考生的知情权、选择权。
The application (including ask-for-option willing) shall be made by the examinees independently.
Before submitting applications, the major principals of each source school shall mobilize examinees to fill out application in a united manner by explicating policy requirements and proposing disciplinary requests to the faculty. Each source school and teacher shall guide examinees to fill in application by reference to the admission plan special collection issued by Provincial Education Examinations Authority through comprehensive, objective and impartial promotion of admission policy and higher education institutions admission conditions. The application selection of examinees shall be respected. Schools and faculties shall not deceive, mislead, replace and force examinees to fill in application but maintain the rights to know and choose of examinees practically.

四、严禁有偿招生。
IV. Strict prohibition of paid admission.

各级教育行政部门、招生考试机构要针对招生过程中可能发生的收（送）“推荐费”、“介绍费”、“信息费”等重点环节和突出问题，制订切实有效的防范措施，及时发现，有效解决。要加强对招生工作人员、生源学校校长和教师特别是班主任的教育、管理和监督。严禁招生高校利用经济手段招揽生源，招生高校只能列支印刷、刊载、播发、邮寄招生宣传资料所需费用及用于本校招生工作人员外出招生差旅费，不得支付以招生人数定费用的招生经费。严禁生源学校及教职员工接受招生单位现金、有价证券、贵重物品，严禁各级招生考试机构、高中阶段学校及工作人员向招生高校及相关人员提供考生信息。
Regarding the possible acception (delivery) of recommendation fee, introduction fee, information fee and other key link and highlighted issues during the admission process, the Education Administration and entrance examination agency at all levels shall formulate feasible and efficient precautionary measures to identify problems promptly and provide solutions effectively. The education, management and supervision of admission staff, source school president, teachers and head teachers in particular shall be enforced. To solicit enrollment with economic means is prohibited strictly. The higher education institutions can only disburse expenses required for printing, publishing, broadcasting and mailing publicity materials and covering travel expenses for its admission staff on out admission, but shall not pay admission funds depending on numbers of enrollment.  Source schools and faculties are strictly forbidden to accept cash, securities and valuables from enrollment units. The admission examination agency at all levels, senior high schools and their respective staffs are not allowed to provide information of examinees to higher education institutions and relevant staffs.

五、严肃查处违纪违规行为。
V. Serious punishment on violation and malpractice

各级教育行政部门、纠风部门、招生考试机构要加强对普通高校招生工作的监管，加大对违纪违规行为的查处力度。对非法中介机构搞有偿招生的行为，要主动与当地公安、工商等部门联系，予以坚决打击。要重点加强对学校的招生宣传、招生录取等重要环节的督查。今后，对高校招生工作中的违纪违规行为，要加大问责力度，依纪依规追究有关单位和人员的领导责任。责任追究原则上上追一级，特别是省纠风办、省教育厅重点督办的案件，必须上追一级。

The Education Administration, Office for Rectification, entrance examination agency at all levels shall implement more regulations on regular higher education institutions and tougher investigation and punishment on violation and malpractices. Take initiative to contact local public security bureau, administration for industry and commerce and other departments to fight against any paid admission activity of illegal intermediary determinedly. The supervision and investigation of enrollment publicity, enrollment admission and other crucial links shall be attached high attention. The intensity of accountability shall be increased against any violation and malpractice occurred in higher education institutions admission hereafter to identify units and persons concerned held accountable for leadership pursuant to rules and regulations.
Accountability shall be investigated to one level upper in principle, especially cases under key supervision of provincial Office for Rectification and Education Department.

　　对在招生工作中出现的违纪违规行为分别作如下处理：
The violation and malpractices occurred in admission shall be managed specifically as follows:

　　（一）教育行政部门、招生考试机构工作人员有下列现象之一的，给予相应的组织处理；情节严重的，依纪依规给予党纪政纪处分；构成犯罪的，由司法机关依法追究刑事责任：
（I）Staff of Education Administration and admission examination agency will be punished with organizational treatment for any of following behaviors; with disciplinary action pursuant with discipline and regulation in case of gross violation;  with criminal liability by judicial office if offense constitutes a crime.

　　1、泄露、复制、擅自修改信息和利用考生录取信息谋取私利的；
1. To seek personal gain by disclosing, copying, unauthorized revising information and taking advantage of admission information of examinees；

　　2、擅自以教育行政部门、招生考试机构的名义向高校去函，涉及违规招生的；
2. To deliver notice to higher education institutions involving in illegal admission in the name of Education Administration and admission examination agency without authorization；

　　3、接受考生及家长吃请，接受或索取考生及家长的现金、有价证券及贵重物品的；
3.To accept invitations to dinners, accept or demand cash, securities and valuables from examinees themselves and their parents;

　　4、协助、参与中介机构或个人组织的非法招生活动的；
4. To assist or participate in illegal admission activities of intermediary or private organization；

　　5、在招生工作中徇私舞弊、弄虚作假的；
5. To play favoritism and commit irregularities or practice fraud during the admission;

　　6、其他违纪违规行为的。
6. Other violations and malpractices.

　　(二)普通高等学校有下列现象之一的，进行通报批评、限期整改，情节严重的，停止招生，并依纪依规给予直接责任人、学校及相关主管部门负责人党纪政纪处分，构成犯罪的，由司法机关依法追究刑事责任：
(II) Regular higher education institutions will be circulated a notice of criticism, requested to rectify and reform within limited time for any of the following behavior; be restrained from enrollment with disciplinary action pursuant to discipline and regulation to direct principals, persons in charge of school and relevant competent authority in case of gross violation; be imposed with criminal liability by judicial office if offense constitutes a crime:

　　1、擅自发布与招生相关的不实信息，贬抑、抵毁相关学校的；
1. To release untrue information on admission without authorization to depreciate or decry schools concerned;

　　2、利用经济手段招揽生源，搞商业贿赂的；
2. To solicit enrollment by economic means to commit commercial bribe;

　　3、单独招生试点院校违规招收外省考生和招收未参加本校单独招生考试考生的；
3. To admit students from other provinces without attending the independent entrance examination by separate enrollment experimental academies；

　　4、对未经省级招生考试部门审核录取的考生发放录取通知书，接收未经省级招生考试部门审批录取的学生入学的；
4. To grant admission notification to students or accept students without being verified and admitted by provincial entrance examination department；

　　5、违规收费的；
5. To charge illegally；

　　6、其他违纪违规行为的。
6. Other violations and malpractices.

　　(三)高中阶段学校有下列现象之一的，进行通报批评、限期整改，情节严重的，依纪依规给予直接责任人、学校及相关主管部门负责人党纪政纪处分，构成犯罪的，由司法机关依法追究刑事责任：
(III) Senior high school will be circulated a notice of criticism, requested to rectify and reform within limited time for any of the following behavior; be punished with disciplinary action pursuant to discipline and regulation to direct principals, persons in charge of school and relevant competent authority in case of gross violation; be imposed with criminal liability by judicial office if offense constitutes a crime:

　　1、违背考生意愿、干扰和误导考生正常填报志愿的；替代考生填报志愿的；强迫考生填报指定学校志愿的；
1. To interfere and misguide examinees to fill in normal application against wishes of examinees; substitute for examinees to fill in applications; force examinees to fill in the application of appointed schools；

　　2、接收招生单位现金、有价证券或其他贵重物品的；
2. To accept cash, securities or other valuables from admission entities；

　　3、违规提供生源和考生信息的；
3. To provide source and examinee information illegally;

　　4、其他违纪违规行为的。
